My brief interactions with candidates, the board and interested observers indicates that state &#038; federal mandates (not always fully funded), services beyond the core educational programs, along with rising administrative costs are driving spending increases.<br \/>\nWisconsin, <a href=\"http:\/\/www.freep.com\/news\/mich\/gov15_20020115.htm\">like other states<\/a>, needs to consider additional sources of education dollars.   Residents are largely tired of ever <a href=\"http:\/\/www.google.com\/search?hl=en&#038;ie=UTF-8&#038;oe=UTF-8&#038;q=%22wisconsin+property+taxes%22&#038;btnG=Google+Search\" TITLE=\"Google Search - Wisconsin Property Taxes\">growing property taxes<\/a>.
