He said that the DPI certification #10 was no longer going to be a requirement. A board member asked who was on the selection committee. He replied that Mary Ramberg had those names. What information does the board and the public have. Having read the vacancy notice, there appears to be more happening than Mr. Rainwater mentioned. Read the document carefully yourself at: www.madison.k12.wi.us There appears to be no mention of "any" certification requirement. Required Qualifications: License # 10 is >no longer required for this position -1.) Superintendent Rainwater announced to the board that Madison's required qualifications no longer include DPI state certification or license # 10 for the Coordinator of Fine Arts. This action, he explained, opened the position to many more applicants, which is true. The #10 license has been required for all curriculum coordinators up to this time, and it remains in place for the others. A teaching license or certification is a "minimum requirement" that protects the learner and the public. Removing a requirement certainly does open the position to many more applicants. Is that what the Madison Community wants? I THINK THIS SECTION IS TECHNICAL AND MAY NOT RESONATE WITH READER. Readers may wish to know that #42 is the certification for Elementary Teachers K-8, that #51 is the certification for Principals (Pre K-12), that # 10 is the certification for Supervisor, Coordinator, and Director of Instruction K-12, and that #4 is the certification for District Administrator. No certification of any kind appears to be required 2.) Superintendent Rainwater did not tell the board that no certification of any kind is required according to the written posting, but no requirement for certification is mentioned. The position appears to be open to an educator, arts educator, or someone with a performance degree or artist. This does not appear to be the awareness of the real need for pedagogy. The requireMENTs state the following: a.) Educators need a minimum of 3 years experience as a school district administrator. This probably means principal. b.) Others appear to need a minimum of 3 years experience in a management role in an arts organization with a direct working relationship with public schools. This probably means that a performance major or arts educator who did not get or take a job in their area expertise, who took a management position with an arts organization, who worked with the public schools through outreach programs to enrich students arts experiences, and who earned a masters degree is eligible to become the Coordinator of Fine Arts. Responsibilities: One responsibility is to develop "new and innovative arts programming designed to enhance student development of core academic subjects". For over a decade, the Wisconsin Alliance for Arts Education offered many workshops for regular classroom teachers in Madison as well as throughout the state, which fulfilled that very expectation. Each superintendent and each principal have been invited annually, along with regular classroom teachers and arts specialists. Such integrated teaching and learning has existed in MMSD's schools for decades among its outstanding teachers on all levels. Core Academic Subjects: If the writers of this posting kept up with educational literature in their own field of education, they would be aware that the arts have been officially defined in federal legislation (1994 and 2002) as core academics subjects. If they recognized this, they might NOT have written "the other core academic subjects". THEY USED THE WORD PROGRAMMING FOR MUSIC OFFERINGS - DOWNGRADING ACADEMIC NATURE OF THE ARTS. Federal grants have been available to districts to provide training to regular classroom teachers for the purpose of integrating the arts into the rest of the curriculum to facilitate learning the content of all subjects. Arts education is important for its own sake in the development of the learner. The "new and innovative arts programming" that is referred to in the posting, is new to those who have not heard about this or experienced it in their own education and college courses. Excellent teaching that incorporates the arts in the regular classroom has been around for at least fifty years.  Outstanding classroom teachers integrate the arts into the instruction of reading, math, science, and social studies whenever possible. This integration IS not a substitute for the regular instruction in music, art, dance, and theater education taught by a certified specialists within the school day as part of the curriculum. Arts teachers who follow "the standards" make the connections with "the other core subjects" according to students' developmental level and the district curriculum. Such connections are documented in Madison's "grade level performance standards" for K-5 general music and strings, and for middle school general music, choral music, band, and strings. The next step in 2002 was to develop them for high school level arts courses. Are such connections with the arts documented in the grade level performance standards of the "other core academic subjects" for classroom teachers? In the mid-90's, the Teaching and Learning Department curriculum coordinators developed a district workshop on "Integrating the Curriculum". Desired Knowledge, Skills, Abilities and Experience The points listed indicate change in the position of a full-time Coordinator of Fine Arts. While change is legitimate, a new plan and reasons for change in the position of the Coordinator of Fine Arts should not only be known by the community, but should be formed with the educators NOT SURE WHAT THIS SENTENCE MEANS. This city values education which includes designated arts instruction in its schools and their enhancement by the arts in the community. Teachers, principals, and superintendents are public servants and fulfill the community's educational goals. They elect the board of education, whose prime responsibility is to the public.
