Is Michael Kelly serious about running for the school board, or is he just wasting the taxpayers money? He doesn't seem to show up for candidate forums or answer questions from the news media. If his (non)candidacy is the only reason Madison is having a primary election in February, he could do us all a favor by getting serious about his campaign or withdrawing from the race.
